On January 10 I brought the following matter to the attention of Pierrefonds Borough Mayor Monique Worth at the council meeting.
She had the audacity to tell me that nothing was going to change.

It is no secret that Quebec is by far the worst province for charitable giving, volunteerism and blood donations in Canada.
If the median annual receipted charitable contribution of tax filers in Quebec ($130) increased to the same level of poorer 9th place New Brunswick ($290), charities in Quebec would benefit by an additional $600 million per year!
The only way that charitable giving will ever increase in Quebec, to the appropriate level based on disposable income, is if more volunteers solicit charitable donations of their friends, family members and business associates. Peer to peer fundraising is the most successful form of fundraising bar none.
On January 12, 2010 an earthquake struck Haiti. 230,000+ perished, 300,000 were injured and 1,000,000 made homeless.
At the February 2010 council meeting of Ville Marie, I asked Mayor Gerald Tremblay to invite the “80,000” participants of Velo Quebec events and the Marathon de Montreal, to raise funds for the benefit of the survivors of the earthquake/charities.
Mayor Tremblay replied that he could not do so “due to a technicality” and would call the next day to advise what it was! A year later, I am still waiting to hear from him.
In 2010, the 80,000 participants of the New York City Marathon and the NYC Five Boro Cycle were invited to raise funds for charity. Those that did so raised $31.5 million!!
On Jan 10, I received an envelope from Access to Information (Parc Jean Drapeau). I was curious to see how Montreal charities and non-profits that raise funds for worthy causes are treated, compared to how Montreal treats Velo Quebec.
In 2010 Velo Quebec received a minimum of $972,000 from Montreal and the STM in terms of funding and support. Velo QC paid nothing to stage their events upon public property.
Here is a partial list of what charities paid to Montreal in order to stage their events on public property in 2010:
Foundation of the SPVM Employees $23,739, MS Society $21,097,
Leukemia and Lymphoma Society $10,034, Make A Wish Foundation $13,322, Arthritis Society $6,953, Procure (prostate cancer) $7,907, Chrones and Colitis Foundation $2,906….
The Esprit Triathlon, a non-profit event that raises funds for the Montreal Children’s Hospital $19,337, Dragon Boat Festival where some raise funds for breast cancer research $45,000.
On Jan 11, I attended the St. Laurent council meeting. I asked the mayor to justify the above and asked what he intended to do.
He replied; “Velo Quebec promotes a healthy lifestyle”.
In response, I explained that the Marathon de Montreal promotes a healthy lifestyle, had 30,000 participate in their event, attempted unlike Velo QC to raise funds for a worthy cause, BUT they had to pay $19,682.
Does anyone aside from myself see anything at all wrong with this?
Why does Montreal continually treat Velo Quebec as if it were a “god”, while at the same time treat charities and other non profits, as if they were garbage?
When Mayor Tremblay tried to change the name of Park Avenue to Avenue Robert Bourassa, there was a major outcry. Recently Michael Applebaum and Marvin Rotrand started a petition that was eventually signed by several thousands (including myself) in order to memorialize the late Mordecai Richler, who incidentally twice refused the honour of being invested into the Order of Canada.
Where is the outcry regarding Montreal’s holier than thou treatment of Velo Quebec?
On the day of the last election, Mayor Tremblay’s party used Velo QC headquarters as a call centre. Tremblay’s local candidate for mayor was Michel Labrecque. Labrecque was defeated and then nominated by Tremblay as Chairman of the STM.
And what did a long time municipal politician have to say? “Labrecque is Tremblay’s prodigal son, and Tremblay is grooming him to be Montreal’s next mayor.” Labrecque is also the founder of Velo Quebec and its past-President.
And what did Executive Committee members Monique Worth, Manon Barbe, Mary Deros, Alan de Sousa, and Michael Applebaum, have to say about the situation? As I do not wish to embarrass them in public, I will say nothing, but that should definitely not stop their constituents from asking them for what they have to say!

When they do not answer your questions, laugh and mock you, what’s the point? I once saw a 60-something year old man present a petition to Mme Worth. This man worked hard to gather the names of Pierrefonds residents. Mme Worth refused it. The poor man did not expect the refusal and began stuttering. He couldn’t understand why she wouldn’t consider the petition. Bert Ward started laughing at him in front of everybody in that council room. Mocking him for his stuttering. Monique Worth laughed also and did nothing to stop the malice. This behavior went on for many minutes. One resident left the room totally disgusted by the situation. I stayed. Worth finally took the petition after much mocking of this man. People should attend these council meetings and demand true answers to their question. The more the people, the more the power to the citizens.

In confirming the story one resident wrote:
“He had a petition with some 1,260 names signed asking Worth to try saving some green spaces since everything was disappearing before our eyes.”
“Forgot to mention there were many citizens in the Council room when it happened. When I arrived, I saw one man leaving and slamming the door so hard in disgust. Then, I understood why. Afterwards, a few other people also left clearly not happy.”
While another wrote: “it was xxxxx xxxxxx – Ward pounded his fist into the desk then threw it up towards xxxxxxx pointing to him and said “stop stuttering” “
Mention of this was printed in an electoral flier distributed door-to-door in 2004. When Mayor Worth found out about the flier, she sent a lawyer’s letter by bailiff to stop immediately. The person distributing the fliers answered the lawyer and kept on distributing. It was in the Gazette. No legal action followed.
On what grounds could one take legal action against another for reporting accurately what happened at a council meeting? I know of none.

I have asked Pierrefonds to ban Le Tour de l’Ile de Montreal until the participants of the event are INVITED to raise funds for worthy causes.
With both Dorval and DDO being off limits to Le Tour de l’Ile de Montreal, it is impossible for the event to get into Pierrefonds/Roxboro.
The only route that the event could take in either direction is Gouin Boulevard. If one takes a look at a map they will find that the only east/west artery north of St. Regis and the 40, is Gouin.
For that reason Gouin could never be used as a route for Le Tour.
I have nothing against the event and events like it, BUT for all of the public expense and inconvenience I feel that in the worst place for volunteerism and charitable giving north of Mexico, that such an event/opportunity should be harnessed for the good of humanity, just as other events of this type are throughout the world.
If the people of Quebec are going to benefit from the discoveries made via medical research, then shouldn’t we contribute our fair share rather than less than the 50% that we now contribute compared to the rest of Canada/USA, on a per capita basis?
Is it incomprehensible to the people of Quebec that if more $$ is raised here for medical research and hospitals, that we would all be better off than we presently are? Do the majority of the people of Quebec even care?
The median annual receipted charitable contribution of tax filers in QC is only 38%-44% of the four provinces with less disposable income than ours.
In my personal opinion, Mayor Worth should be ashamed of not doing whatever she can to improve the situation, as she is in an exceptional position to do so.

A report/critique of the Pierrefonds-Roxboro August council meeting:
For the umteenth time Daniel Paladini brought up his wish to have a speed bump on Rene Emard.
Essentially, the response offered was that speed bumps may not be placed on Rene Emard because Pierrefonds is part of Montreal and the STM belongs to Montreal. The STM does not want speed bumps on streets that its buses pass upon, and all of the City of Montreal has agreed to this. On Rene Emard in DDO, there are speed bumps and the buses pass over them. The STM has no choice, as DDO is not part of the City of Montreal.
In Montreal, buses come first. Everywhere else, the concerns of the citizens do!
Sandra Patterson, an executive member of the Pierrefonds Women’s Soccer League, complained that Pierrefonds’ fields are the worst kept on the West Island. Ms Patterson also complained about how while her league has permits for some soccer fields until 23:00, pays for the refs until that time and that Pierrefonds employees won’t keep on the lights after 20:00.
Outside of Pierrefonds/Montreal soccer players play upon grass on fields, that are lit up after dark.
The new artificial turf soccer field at Grier Park was inaugurated with a $7,000 circus act. When Mayor Worth was asked to justify the expense while Pierrefonds cannot have decent soccer fields, lights on when it gets dark or open bathrooms at park chalets, mayor Worth replied that nobody who was present at the circus act complained.
Supposedly “300″ attended the opening. Were they all advised that having the circus act was costing over $23 per person? How are people going to complain about the cost if they are unaware of it?
Last year Dorval inaugurated their artificial turf soccer field by inviting teams over from neighboring Pointe Claire. Dorval Mayor Edgar Rouleau cut a ribbon. The cost of Dorval’s inauguration was the cost of the ribbon. Dorval saved its taxpayers $6,999!
